On a day in May, 1935, a few young women gathered on the front porch of "Aunt Carrie's" (Mrs. James W. McCollum, later Mrs. J.H. Palmer) home and began plans for the organization of a Junior Welfare League.  The League was formally organized on May 27, 1935.  Its purpose, as stated in the Charter, was to "foster interest among its members in the social, economic, educational, and civic conditions of the community and to make efficient their volunteer service."
